have to comment though i have always felt the leaders/rulers are not very intelligent, but they gained power because they will use violence to take things with threats of death (at first and then was the $ became substantial they hired assassins or gangs to do so), that rational and truly intelligent people would not defend with death.
over time they developed systems that allowed them to do this to more and more people at a time, and they took over the world.
its a numbers game like this(as crude example):
1-they are willing kill anyone in america that will not give them a penny.
2- they know they can gain 3.25 million
3) they hire assassins on salary
4) they hire intelligent people who know actuarial tables and stats, control them somehow $/threats
5) they know x many people resist and assasins cost x
6) they hide in shadows and have layers so they never are caught, think arkancide if people get close
7) they make 2 million after expenses and then do the same thing to a larger group.
