"There is no step 5" was bait. Q+ KNEW what was coming and tricked them in to thinking they could implement their plan and it would work. These people are stupid.
Theory: God chose them to bring salvation to the world, because He loves turning Satan's economy on its head. Imagine how angry Satan was when God chose the most wicked people on earth to be the line through which Salvation would come. Genius.
