And yet Congress repeatedly, year after year, fail to perform their duty under the US Constitution and pass all the appropriations bills before the start of the fiscal year.
Approriations are divided by agency with record of prior appropriation, a budget proposals and numerous agency reports presented to committees. A 1400 page spending and regulation bill of special interests and agendas can be compiled in a few days and demand passage.
Obvious many of those items have no credible standing on their own.
Something is severely out of balance. To co-sponsor such a bill should be considered Seditious Conspiracy.
