Those 21M cellphone accounts are not all deaths. Most of those are probably people out or work and therefore money.
But, yes, it's probably millions. 1.4B x 0.5% = 7M
China has about 1.4 billion people. Life expectancy of 76y.
So 1.4B / 76y = 18.4M people should die every year. A whole years worth of deaths in 3 months would tax their system. But it's not unrealistic that they could handle it.
