The screencapped article is written sensationally and is not about corona viruses.

Article makes no claims of engineering. To the contrary, it mentions convergent evolution (pic).

The money that BO gave to Iran didn't come out of the federal budget. It was Iran's money that had been sitting in banks under sanctions or something. So he didn't need approval from congress to give them what was already technically theirs.
