If WW military ops were taking place, with a significant amount of targets in every sphere of society, could a mandated lockdown be used to track bad actors?

Drown out all noise while tracking individuals (heat, phones, whatever) by taking the majority of law abiding citizens off of the map by ordering a shelter in place mandate and allowing for specific patterns of movement/gatherings at certain stores or taking routes to provide essential services.

Increase enforcement/strictness as needed until the masses are compliant. Who is left meeting in large numbers or moving through society outside of these ordained exclusions? Who refuses to comply?
