Why can't Treasury and Fed provide credit lines to credit unions and community banks for federally guaranteed no interest loans to individuals and small businesses (since big finance is again doing nothing for main street). Families can borrow $1200 per adult, $500 per child each month until normality returns. Businesses with <501 employees can borrow an amount equal to total payroll and health insurance costs for 3 months.
Repayment of loans is deferred for 6 or 9 months or later forgiven.
War Powers probably gives admin ability to shift funds to buy hospital supplies, state and city aid, etc. Then POTUS gets credit for meeting crisis needs without jeopardizing future of this country.
