I take it to mean locking down the economy will cause more deaths due to despair of long term economic disaster than virus deaths.
As well as the whole country doesn't need to be locked down to arrest those guilty of horrible crimes.
Arrests cannot happen easily right now because of the less than 10 people gathering. Courts cannot work efficiently that way and due process rights will be violated if delays in procedural hearings happen.
Cap my prediction because these people are stoopid and predictable .
Nancy announces an agreement in the House on her 1400 page bill ( not vote because they are not in DC ) Right before Senate says they have an agreement on their bill to cause a standoff on bills between chambers.
House can pass a bill with a simple majority whereas Senate must have 60 votes for this.
Nancy is trying to keep everything shutdown so Courts cannot take on new cases ( her )
Her entire goal is to stop progress and keep status quo
