So you have assessed exactly which technology will be used to provide a digital dollar, and you have assessed the strength of the underlying cryptographic algorithms, and you have determined that the crypto will either be too weak or will contain a back door.
How do you know that isn't the case now already? All our CPUs are compromised in their hardware. Backdoors to everything already exist.

"is contained" has 2 meanings.
It can mean the documents hold certain information.
It can also mean the documents conceal certain information, i.e. contain the information from escaping into the open.
