Someone needs to explain "off-label" use to Pence. The dunderhead doesn't have a clue. The crux is this: any physician licensed to prescribe medication in the U.S. can prescribe ANY drug already on the market for ANY reason to ANY patient at ANY time. The drug does not have to be "approved" by the FDA for that use before it can be prescribed for that use. Such "off-label" is currently legal. However, the kicker is that insurance companies usually will not cover a drug prescribed for a nonapproved use–the patient pays the full cost out of pocket.
