They make microchips - among many other electronic parts as well. Those would require industrial masks.
If you ask a farmer if he'd prefer to get 50 sacks of seed to plant - and get the crop later on in the year (maybe - floods, etc) or if he'd prefer $500 in food now, which would he take?

Then add in other supporting costs - QA, Business analysts, project management, etc. etc.

That 6 trillion isn't going to go very far when the purpose of it is to keep businesses running - so we have jobs to go back to (or apply for in many cases)
