I'm guessing they are tripping on cabal drugs at all times which dilates their pupils and gives them light sensitivity in certain ranges. They're in the magic realm, over the rainbow, Kodakchrome, pixie dust and sparkles, Lucy in the Sky with Diamonds, etc. Everything is very vivid. If you want to experience it, try mescaline. If you don't want to go that far, the "slo-mo" sequences from the movie "Dredd" or "The Shimmer" from "Annihilation" give an idea of what it's like.
