South Korea had the highest rate of testing people with any kind of symptoms from the beginning. Their ratio of deaths was very low because high number of cases tested. The number reported to have recovered would also be very high.
In other countries, people with mild symptoms would not get tested, skewing the rate of infections, deaths, recoveries.

Couple days ago they said there was a backlog of tested samples being processed. They were prioritizing hospital workers and hospital patients first. New machines & testing methods put into service and coming online. Backlog of test samples cleared. They said expect a surge as the backlog clears.
