How to take advantage of a crisis:

1. Wait until the other side comes up with meaningful, targeted relief.

1. Introduce your own bill that doubles the relief offered by the other side’s bill.

1. Add 1300 pages of pork, pet projects, programs, and other provisions having nothing to do with the crisis and that has not been able (and never could be able) to pass on their own merits.

1. Point to your double-the-other-side provisions, and question the intentions and sincerity of the other side.

1. Hold a nation in a crisis hostage to achieve the interests of your benefactors.
