The dog that didn't bark is from a Sherlock Holmes book, I think. At any rate, a murder mystery book.

 

Long story short, the murderer was exposed because, although he had an aggressive watch dog, there were no reports of the dog barking on the night of the murder. The dog's owner, therefore, must have been the murderer.

 

I used, "The dog that didn't bark", analogy in a post the other day, because Q's new drops didn't address the Steinbart issue. I'm not sure who Scott Adams is referring to in the tweet, but I'm pretty sure he's saying that someone should be speaking loudly right now, but isn't.
