Yeah, the part about not stopping flights and not sealing borders and not having 10 billion N95 masks stockpiled and crashing the economy and many thousands of Americans dying (far more deaths of despair than actual coronavirus deaths) kind of makes the almighty "plan" look like any ordinary project plan where somebody misses something important
