i dont believe thats why the DOJ tried to suspend habeus corpus. its not necessary. traitors will be detained as enemy combatants and laws already exist to facilitate that.
i believe it was art of the deal/war 101. ask for moar than what you want. this way your advisory will negotiate down to the outcome you are looking for and think they got a win. the policy would never pass through congress and make it to POTUS desk, but while lawmakers and normies freak out over it, the other reforms to statute of limitations, etc will makes its way through the system unimpeded.
