>What provisions has the Bank for International Settlements made for a run on their institution
None that are realistic.
The global financial market is a living non-linear non-equilibrium system. Such systems acheive steady states, like the eye of Jupiter, provided energy inputs stay within a stable range. These states are "sticky" in that input variations outside that range will have little noticeable effect on the system in the short run. However, severe, sudden, and large fluctuations cause complete breakdowns of the steady state flow, until a new steady state is reached.
Unfortunately the quantity and accuracy of the data of the old steady state, and input flows needed to predict the new steady state is impossible to achieve.
No one is controlling things when multiple 4 sigma+ (some 6 sigma+) events are occurring simultaneously or nearly so for weeks.
Some theoretical sauce about such systems
