What would be the situation that would require someone from the Trump administration (if not POTUS himself) to take to twitter and tweet "My fellow Americans, the Storm is upon us…"?

It does sound like something Pence could say.

It would otherwise seem as the tweet is less likely each passing day considering how things are working out now, barring some major FF that would somehow not be accounted for in 2017 when the post was created.
