It's from a Japanese show called "My Secret, Terrius". Season 1 Episode 10 starting at 53:00 into the episode

Basically talks about how, like you said, coronavirus ain't nothing new; similar to SARS MERS etc. But the one in this episode talks about a chronovirus that was man-made to mutate and have an infection/incubation of just a few minutes and mortality rate of 90%.
Don't get me wrong I understand TV, Netflix of all things, is about psychological programming. Just still surprises me at this point I guess…
