Seems they only took into account those who had the ability to work.
If people couldn't find work, and don't qualify for Unemployment, or have been unemployed in the "work force" for any reason, well, they don't count.
It's sad. What about the homeless people, who are homeless because they couldn't find employment, or have some kind of disability, but can't qualify for disability cause the govt decided they weren't "disabled" enough. The forgotten ones, remain forgotten.
