Possible, but not likely. I would say they range anywhere from 1 to 50 people per indictment, with the average being in the neighborhood of 3-5.
If was was the max, 5, we are looking at over 750,000 people implicated.
However, I think it would be closer to 2-3 because some people will be named in multiple indictments. I think a good number to rest on is 350,000 arrested.
