If we could somehow mine mass data from worldwide legislation, we could pick out similarities with the emergency legal measures being emplaced at a local level around the world. Maybe mapped out it would give some idea/confirmation of the plan.

I just combed through the emergency legislation for my state (In NSW, Aust) and there was some juice in there. Including the possibility of freezing all residential and commercial rent and mortgages etc. Also makes it illegal for people diagnosed with wuflu to leave their residence.
