Republican and Democratic senators unanimously voted to pass a coronavirus relief bill late Wednesday that gives $350,000,000 to assist refugees and migrants.

Earlier this week, it was revealed that House Speaker Nancy Pelosi’s relief package would include $300,000,000 for refugee assistance.

The new bill, approved by the Senate and now headed to the House, includes an additional $50 million on top of Pelosi’s initial $300 million for refugees.

On page 817 of the 880-page bill, the measure calls for “an additional amount for ‘Migration and Refugee Assistance’, $350,000,000, to remain available until expended, to prevent, prepare for, and respond to coronavirus.”

Putin: Russia May Defeat Coronavirus in Less Than 3 Months

Russia enacted a series of comprehensive measures to tackle the COVID-19 outbreak in recent weeks, instituting travel restrictions, quarantine for infected individuals, and efforts to make an effective vaccine available following testing.

President Vladimir Putin has expressed confidence that Russia will stop the spread of the coronavirus outbreak, and said that doing so is only a matter of time and the effectiveness of joint work between the state, society and business.

"When the situation changes, it will definitely change for the better - this is 100 percent certain. The question, of course, is in the duration, and the effectiveness of our joint work, and all of the people who use your free content or your products today will remain your customers," the president said, speaking at a meeting with representatives of the business community on Thursday.

Expressing confidence in Russia's COVID-19 response, Putin said he agreed with the idea that the country could fight off the virus in less than three months.

"Our colleague expects that we will deal with the coronavirus in two or three months time. This is already a good prognosis, because in some countries, it is said that the war with the virus (they call it a 'war') will be a very long one. But when we make it out of this situation, and we will do so, I hope this takes place maybe even earlier than you've said," Putin said, responding to an IT entrepreneur's comment about possible state support for companies in the digital knowledge market.

During their meeting, representatives of business proposed simplifying the procedure for the certification of items such as disinfectant equipment, down from the current 3-6 month process in place today. Putin said he welcomed the idea, saying the state will do its part to implement this, but added that a measure of control must remain in place to ensure safety for consumers.

Putin also discussed with entrepreneurs some of the economic measures he announced Wednesday in his address to the nation, including financial support measures for businesses, a six month tax holiday for small businesses and measures by the Central Bank to prevent layoffs and bankruptcies.

Russia's Anti-COVID-19 Measures

Russia has joined countries around the globe in introducing a series of medical and economic measures to combat the spread of the new coronavirus. These have included travel restrictions, quarantine for infected individuals and people over the age of 65, a week long paid holiday for non-essential workers starting next week, funding to encourage businesses to convert their resources to the production of medical equipment, and other measures. Russian scientists have also begun the development of potential coronavirus vaccines after sequencing COVID-19's genome last week.

On Thursday, Moscow Mayor Sergei Sobyanin signed a decree suspending the work of city restaurants, bars, cafes and buffets, with the exception of takeout services, in connection with the pandemic. All shops in the capital excepting pharmacies and those selling essential goods will also be closed. Some major parks have also been closed, and the mayor has urged residents to abstain from visiting places of worship.

Russia presently has about 840 confirmed COVID-19 cases, most of them in the capital, as well as three fatalities, and the World Health Organization has said that so far, it sees no reason for a hard quarantine to be established in the country, given that it is already "one step ahead" in its fight against the virus.

CDC Guidelines Suggest Eric Garcetti Homeless Plan Can Spread Disease

Los Angeles Mayor Eric Garcetti has clarified that his policy on moving homeless people to residential recreation centers aims to remove them from “encampments” — a step that violates Centers for Disease Control (CD) guidelines directly.

In a Mar. 24 email obtained by Breitbart News from Lisa Payne, Mayor Garcetti’s Director of Public Engagement, to local leaders in Pacific Palisades — one of the areas to which homeless people may be relocated — Garcetti’s office stated (original emphasis):

We have embarked on this plan based on guidance from the LA County Department of Public Health (DPH) officials, who have shared with the City that community transmission through encampments poses a greater threat to general public health than through bringing individuals indoors into controlled environments with hygiene facilities and rigorous health monitoring.

The CDC guidelines explicitly state that local authorities should not clear homeless encampments during “community spread” of coronavirus, because of the danger of dispersing infected individuals who could infect others.

In a section titled “Prevention measures,” the guidelines specifically address “encampments”:

Unless individual housing units are available, do not clear encampments during community spread of COVID-19. Clearing encampments can cause people to disperse throughout the community and break connections with service providers. This increases the potential for infectious disease spread.

The city is not moving homeless people to “individual housing units”; it is moving them to recreation centers where temporary beds have been set up, spaced six feet apart.

A request for comment by the L.A. County Department of Public Health went unanswered.

Hundreds of cops are being deployed to a task force assigned to tell people to stand away from each other.

Starting Monday, 660 cops — 536 officers plus supervisors — will check parks, pedestrian plazas and other places people gather, such as health care facilities, supermarkets and drug stores, to make sure people are at least six feet apart.

The formation of the task force comes amid concerns that too many New Yorkers, particularly young people, are ignoring coronavirus social distancing guidelines.

Cops hope they won’t have to arrest anyone as they’ve done at a handful of restaurants that failed to shut down their seating sections.

George Falcone, 50, from Freehold, N.J., was charged with terroristic threats, obstructing administration of law or other governmental function and harassment after the incident occurred Sunday, New Jersey Attorney General Gurbir Grewal (D) said in a statement.

On Sunday, a Wegmans employee reportedly asked Falcone to step back after he was “standing too close to her” and an open display of prepared food. She covered her food while asking him, according to the attorney general’s office.

CHICAGO (CBS) — Visibly frustrated with reports of gatherings throughout Chicago, Mayor Lori Lightfoot delivered a stern warning to those who continue to get together during the COVID-19 pandemic: We will shut it down and you may be arrested.

“Stay at home. Only go out for essentials. You have to readjust your thinking. Be smart,” Lightfoot said. “Not only will our police be deployed to shut them down if you are not abiding by these orders we will be forced to shut down the parks and lakefront. The situation Is deadly serious and we need you take it deadly seriously.”

Lightfoot added that spending long periods of time outdoors, anywhere, is not allowed. And neither is going into closed spaces, like playgrounds.

In defence of film-maker Ken Loach and anti-racism activist Peter Gregson – victims of Zionist terror

As with all socialist anti-racists, I was dismayed, if not entirely surprised, by the recent news that film-maker Ken Loach has felt unable to go ahead with a role he was appointed to some time ago with the anti-racist charity Show Racism the Red Card (SRtRC). Loach was meant to be a judge in the charity’s annual 2020 school competition along with Michael Rosen. As soon as these appointments were made there were objections from the usual racist Zionist suspects at the Board of Deputies of British Jews (BoD). With the usual lack of irony (maybe Jeremy Corbyn was right) or self-awareness, the BoD attacked Loach and Rosen as racists due to their opposition to the racist apartheid state of Israel. To the racist BoD such opposition is, well, racist. As others have observed, we are through the looking glass.

Unsurprisingly, the BoD have been backed in their racist hate campaign against Rosen and Loach by the establishment mainstream media and, it would appear, their friends in the Tory government. It’s well known that the BoD’s Chief Rabbi Ephraim Mirvis is a Tory and a close friend of Boris Johnson so the latter fact should come as no surprise.

One of the final straws in Loach’s decision to step down was an apparent threat from the Tory government concerning SRtRC’s charitable status. Another factor was apparently the personal abuse and threats directed at Loach and members of his family. Again, these strong-arm tactics of the Zionist racist thugs are nothing new. We have seen it deployed against venues planning to host talks by Chris Williamson, a launch of a book which disproves the fake Labour “anti-Semitism” smear campaign and the way these thugs attacked our banner at the Labour Party conference.

By being hounded as racist by racists, Loach joins a long line of life-long campaigners for equality, anti-racism and social justice. These include Jeremy Corbyn, Ken Livingstone, Chris Williamson, Tony Greenstein, Jackie Walker and, unbeknownst to Loach apparently, Peter Gregson.

I was very disappointed to see Loach’s baseless accusations that Peter Gregson is an “anti-Semite” and a “misogynist”. You would have thought that people who were themselves victims of baseless claims of “anti-Semitism” would think twice before throwing similar accusations at others. Sadly, this doesn’t always seem to be the case and once again it’s not the first time we have seen it. It immediately reminded me of Corbyn’s ludicrous accusation that the banner we displayed at conference was “anti-Semitic” and “racist”. (I think the adjective he used was vile and he might have thrown in a disgraceful for good measure.)

I think such incidents as these are indicative of a couple of factors. First, they underline the divisions within the left. We often seem to be too willing to attack each other when we should be attacking our opponents on the right, including those on the “soft left”.

However, more importantly when it comes to this particular issue I think it’s a reflection of the insidious power of the witch-hunt which is apparently such that it often seems to have us witch-hunting each other.

World Health Organization Faces Calls for Leader to Resign over Coronavirus Failure

Criticism of the World Health Organization (WHO) for allowing the Chinese Communist Party to influence its behavior during the Wuhan virus epidemic is intensifying, coupled with calls for Director-General Tedros Adhanom Ghebreyesus to resign.

A petition calling for Tedros’ resignation and Taiwan’s full membership in WHO reached 500,000 signatures on Thursday, as reported by Taiwan News:

On Jan. 31, a netizen named Osuka Yip started a petition titled, “Call for the resignation of Tedros Adhanom Ghebreyesus, WHO Director-General,” on Change.org, citing Adhanom’s refusal on Jan. 23 to designate the Wuhan coronavirus (COVID-19) a global health emergency. The author said this was partially to blame for the number of infected cases increasing more than tenfold from 800 to more than 10,000 over the next five days.

“We strongly think Tedros Adhanom Ghebreyesus is not fit for his role as WHO Director General. We call for the Immediate Resignation of Tedros Adhanom Ghebreyesus,” the petition reads.

It goes on to lament that despite the WHO’s supposed commitment to neutrality, Adhanom has taken the number of infected provided by China at face value. The vast majority of coronavirus infections have occurred in the communist country, which at the time of writing has counted 81,226 infections, a number widely believed to be grossly underreported, with 3,281 confirmed deaths.

Taiwan’s Ministry of Foreign Affairs (MOFA) on Tuesday (March 24) confirmed that it had warned the WHO about human-to-human transmission of COVID-19 on Dec. 31 last year. However, the WHO did not publish the requested information on its internal website and on Jan. 8 praised China’s identification of the virus and did not recommend any specific travel measures for travelers.

The petition can be viewed and signed at Change.org, which reported 549,813 signatures as of Thursday morning.

Criticism of WHO leadership at Taiwan News stretches back to February when an op-ed wondered why the organization was taking so long to declare a pandemic and quoted some astonishingly obsequious remarks about China from top officials:

Since the virus first emerged in December, it has spread to more than 30 countries across five continents. By any interpretation, it must be considered a pandemic, yet the WHO continues to drag its feet. Why might this be?

One far from subtle clue was given earlier this week by Bruce Aylward, the man who leads the WHO-China mission of experts. In an astonishing statement, he lavished praise on the Chinese Communist Party’s (CCP) handling of the outbreak and attacked the governments of other countries for failing to prepare adequately for the disease.

“China knows how to keep people alive,” Aylward claimed before adding, “That is not going to be the case everywhere in the world … It is a serious disease.”

Taiwan News cited the danger of the CCP using WHO as a mouthpiece to undermine travel bans, one of the few effective measures available to other nations as they struggled to slow the spread of the coronavirus:

Perhaps most worrying have been those statements that have urged international governments not to cancel flights to and from China or place any restrictions on the movement of people and goods.

It is patently obvious that these statements come straight from Beijing’s propaganda department and are focused on propping up China’s ailing economy rather than on any real consideration for the health of people around the world.

Far from being a responsible international body helping to contain the Wuhan virus pandemic, the WHO has become part of the problem. It now represents the interests of the communist regime, not those of the international community, and its advice and guidance has lost all credibility.

Florida’s Rick Scott demands reduced unemployment benefits in coronavirus relief bill

Florida Republican Sen. Rick Scott and a group of conservatives erected a roadblock on the swift passage of a massive, $2 trillion coronavirus relief bill on Wednesday afternoon, arguing that the bill’s increased unemployment benefits will discourage people from working or trying to find a job.

Scott, South Carolina Republican Sens. Lindsey Graham and Tim Scott, along with Nebraska Republican Sen. Ben Sasse, objected to the bill’s $600 per week increase in unemployment benefits in addition to benefits currently offered by a worker’s state. The conservative Republicans said unemployment benefits should be capped at a worker’s current income, as opposed to a $600 per week increase that could lead to unemployment being temporarily more lucrative for some workers than keeping their job.

Increasing unemployment benefits during a government-induced recession to fight the spread of coronavirus was a major component of the far-reaching legislation that has yet to be finalized — and was in fact included in earlier versions of the bill.

“We have a virus and we know people can’t work for a variety of reasons,” Rick Scott said. “We got to help them but at the moment we go back to work, we cannot create an incentive not to work. We cannot be paying people more money on unemployment than they get paid in their job.”

But a spokesperson for Iowa Republican Sen. Chuck Grassley, who leads the Senate Finance Committee, said the $600 increase applies to every state so the benefits can be handed out quickly.

“Each state has a different [unemployment insurance] program, so the drafters opted for a temporary across-the-board UI boost of $600, which can deliver needed aid in a timely manner rather than burning time to create a different administrative regime for each state,” Grassley spokesperson Taylor Foy said. “This increase is designed to make the average worker whole. It’s also important to remember that nobody who voluntarily leaves an available job is eligible for UI.”

Treasury Secretary Steven Mnuchin, the White House’s lead negotiator on the stimulus bill, said at a Wednesday evening White House press conference that the $600 per week increase was the only way to help unemployed people quickly when many states, including Florida, cannot effectively process unemployment claims.

“Most of these state systems that have technology that is 30 years old or older. This is the only way we could assure that states could get this money in a fair way,” Mnuchin said. “Our number one issue was how do we make sure that American workers…keep getting paid. The president and vice president wanted to make sure they got money.”

Scott’s office said there’s the possibility of the Labor Department issuing a rule that would effectively cap unemployment benefits at a worker’s current income level.

But negotiators have said that implementing a cap on unemployment benefits tied to a worker’s income would be a near logistical impossibility, because each state has its own system for determining the level of unemployment benefits it doles out to workers.

The Republican senators framed their objection as a “drafting error” that could be fixed quickly by negotiators. But they want to fix the bill through an amendment vote, a process that could hold up passage of the bill.

Graham said if the $600 per week increase wasn’t a drafting error by negotiators, then “it’s the worst idea I’ve seen in a long time.”

Mexican Governor Claims Coronavirus Only Targets ‘Rich’ People

A Mexican governor sparked controversy after claiming the novel Coronavirus (Covid-19) will spare those living in poverty, claiming they are “immune.”

During a daily news conference, Puebla Governor Miguel Barbosa said the 38 confirmed cases in his state were largely wealthy individuals. Barbosa is a member of the MORENA party, the same as President Andres Manuel Lopez Obrador.

“If you are rich you are in danger,” Barbosa said. “If you are poor you are not, us poor individuals are immune.”

The statements come as Mexico reports five fatalities among more than 400 confirmed cases. In recent days, the World Health Organization classified the country for community infections, something local health officials tried to avoid.

Despite his claims of being poor, Barbosa was singled out in 2018 by El Universal for holding at least 10 properties in Mexico City and Puebla worth $1 million USD in assets.

The comments by the state executive drew criticism from peers and pundits, including former President Felipe Calderon–who said that if he was immune, he should go help those in need.

11 countries are now using people's phones to track the coronavirus pandemic, and it heralds a massive increase in surveillance

Governments across the world are galvanizing every surveillance tool at their disposal to help stem the spread of the novel coronavirus.

Countries have been quick to use the one tool almost all of us carry with us — our smartphones.

A new live index of ramped up security measures by Top10VPN details the countries which have already brought in measures to track the phones of coronavirus patients, ranging from anonymized aggregated data to monitor the movement of people more generally, to the tracking of individual suspected patients and their contacts, known as "contact tracing."

Other countries are likely to follow suit. The US Senate's $2 trillion economic stimulus bill includes $500 million for the CDC to launch a new "surveillance and data collection system" to monitor the spread of the virus, though it's not yet clear exactly how this system will work.

Samuel Woodhams, Top10VPN's Digital Rights Lead who compiled the index, warned that the world could slide into permanently increased surveillance.

"Without adequate tracking, there is a danger that these new, often highly invasive, measures will become the norm around the world," he told Business Insider. "Although some may appear entirely legitimate, many pose a risk to citizens' right to privacy and freedom of expression.

"Given how quickly things are changing, documenting the new measures is the first step to challenging potential overreach, providing scrutiny and holding corporations and governments to account."

While some countries will cap their new emergency measures, otherwise may retain the powers for future use. "There is a risk that many of these new capabilities will continue to be used following the outbreak," said Woodhams. "This is particularly significant as many of the new measures have avoided public and political scrutiny and do not include sunset clauses."

Rep. Matt Gaetz blasted the $350 million designated for migrants and refugees in the $2 trillion coronavirus relief package, which did not include any money for Immigration and Customs Enforcement or Border Patrol.

Elon Musk has said Tesla will reopen its New York factory 'as soon as humanly possible' to help make and distribute ventilators to battle the coronavirus pandemic.

'Giga New York will reopen for ventilator production as soon as humanly possible. We will do anything in our power to help the citizens of New York,' the billionaire said in a Tweet on Wednesday.

Medtronic Chief Executive Officer Omar Ishrak told CNBC earlier in the day that the medical device maker has started working with Tesla, which is fast on track to start production of ventilators at Fremont.

Several other automotive companies, including Ford and General Motors, have offered to use their manufacturing capabilities to ramp up production of ventilators.

The controversial entrepreneur, who has repeatedly downplayed the severity of the global health crisis, delivered over 1,000 ventilators to a California hospital to help with the treatment of patients.

California Governor Gavin Newsom praised Musk's 'heroic effort' during a press conference Monday.

'I told you a few days ago that [Musk] was likely to have 1,000 ventilators this week,' Newsom said. 'They arrived in Los Angeles and Elon Musk is already working with the hospital association and others to get those ventilators out in real time. It's an heroic effort.'

Tesla had bought the ventilators in China and shipped them to the US, Musk said.

He also supplied 50,000 face masks to the Seattle home of a University of Washington physician Sunday.

The outspoken Tesla boss seems to have backpedaled on previous statements were he has dismissed coronavirus as 'dumb' and said children are 'essentially immune'.

Musk's latest pledge came as New York state struggles to bring the spread of the deadly virus under control, with the number of infected individuals topping 20,000 and deaths reaching 385 as of Thursday morning.

Florida Man leaves $10,000 tip at restaurant, says "‘I want each person in this restaurant to get 500 dollars"

Restaurant workers are feeling the pinch as more people are staying home to avoid exposure to coronavirus.

One diner in Florida wanted to help out so he left a tip massive enough for one restaurant’s entire staff to share. Leaving ten thousand dollars behind by a regular diner at Skillets.

“And he said ‘I want each person in this restaurant to get 500 dollars. The manager distributed it to all the employees,” Restaurant owner Ross Edlund said.

“People come in and they become family. We know where they are from, we know how many kids they have, and we know what’s going on in their lives. They become a part of our team, a part of our restaurant,” Edlund said.

Putting smiles on employees faces at the North Naples restaurant.

“There was genuine concern from our guests for our staff, which is very heartwarming to me.”

Little did they know the next day, Governor Ron DeSantis would force dining rooms statewide to close.

“We want everyone to stay healthy and well, Edlund said. We believe that what is being done is the correct thing in spite of the fact it’s causing us hardship.”

But the restaurant’s owner looks on the bright side because acts of kindness are spreading in the community.

“It’s not the greatest situation, but if we don’t put a positive spin on it, we’re just going to make things worse. It makes me feel like we are doing more than just serving eggs and pancakes. That we’re offering a respite from the world,” Edlund said.

Edlund says he knows the man who left the tip — but he’s respecting his wishes to remain anonymous.

“Thank you very, very much. You are a really decent person, and you have touched our staff deeply. Thank you.”

Royal Navy sends NINE ships to shadow seven-strong Russian warship fleet active in English Channel and North Sea amid fears Putin is trying to take advantage of coronavirus crisis

The Royal Navy has deployed to counter 'unusually high' levels of activity by Russian ships in UK waters as the country is gripped by the coronavirus crisis, it was revealed today.

Nine vessels, along with helicopter support, were tasked with shadowing seven Russian warships in the English Channel and North Sea over a week.

The Navy said 'every movement' of the vessels was monitored, amid fears Vladimir Putin could try to exploit the turmoil over the spread of the killer virus.

In a stark message to Moscow, Lieutenant Nick Ward, HMS Tyne's Executive Officer said while the Navy would be helping the coronavirus response in the UK, it would not lose focus on the 'essential' duty to protect national security.

Vodafone, Deutsche Telekom, Orange are among the network providers that have agreed to share phone data with the EU to track the spread of COVID-19.

The European Commission will aggregate mobile phone location data to coordinate measures tracking the spread of the illness, an EU official said.

The companies involved, which also include Telefonica, Telecom Italia, Telenor, Telia and A1 Telekom Austria, met with EU industry chief Thierry Breton on Monday.

It's hoped the anonymised data will map movements of Europeans with the objective of 'coordinating crisis response'.

As well as being anonymised, the data will be deleted once the crisis is over, the EU official said, adding that the EU plan is not about centralising mobile data, nor about policing people.

While anonymised data falls outside the scope of EU data protection laws, the European Data Protection Supervisor (EDPS) said the project does not breach privacy rules as long as there are safeguards.

'The Commission should clearly define the dataset it wants to obtain and ensure transparency towards the public, to avoid any possible misunderstandings,' said European Data Protection Supervisor Wojciech Wiewiórowski in a letter to an executive at the Commission's information and communications branch.
