Requesting a dig on fatality that happened on Northumberland, City of Westminister, ca 2012-2014, in vicinity of Victoria Embnakment or Whitehall Place. Across from the Charing Cross station entrance and across from the steps to the Hungerford footbridge.

Google Street View imagery shows changes in the bollards on the traffic islands near the Corinthia Hotel. On one bollard there is a make-shift roadside memorial with someone's photo on it. It appears in Google Maps on MAY 2004 AND OCT 2004.

Have had no luck finding news stories about the fatality. Perhaps the roadside memorial was for a different reason. IDK.

Traffic island bollards in this Q pic most closely resembles Street View imagery of MAY 2012 (after the Olympic marathons that were run through here). MAY 2014 shows similar use of bollards (only one which is two-legged) but with addition of frame bollards on all three positions. Later imagery shows all three positions with permanent two-legged bollards.

The key here is the makeshift roadside memorial which appears to have shown up around or just after the time that these Q pics were taken.

Re CH1

Note the blue Barclay's cycle hire docking station. That was replaced with Santandar's red in APR 2015.

Note the "Controlled Zone signs. These first appeared AUG 2009. By MAY 2012 a smaller sign was added to the post on left of the pic frame, "Traffic Enforcement Camera". This arrangement remained through to MAY 2015 (changed in MAY 2016). This is what appeared in Q's pics of this scene.

This indicates that CH1 was taken after MAY 2012 (and before MAY 2016).

The bollards remained the same as appeared in MAY 2012 - until the addition of the frame bollards in MAY 2014. This indicates an incident occurred there around MAY 2014. By JULY 2014 the permanent bollards had been installed on all three points at this two traffic islands.

And so this indicates that the Q pic, CH1, was taken after MAY 2012 and before MAY 2014. And while the docking station was still blue.

Also note that there was a second docking station along Northumberland, on the side of Whitehall Gardens, extending toward the sidewalk corner by the pedestrian crossing on Victoria Embankment. It was removed by MAY 2014. It does not appear in the Q pics.

However, this 2nd docking station left marks in the sidewalk after it was removed. Those marks begin at the lamp post in Q's pic and run to the foot of the "Controlled Zone" sign left of frame. These can be discerned in CH1.

And so that reinforces the indications that CH1 was taken after MAY 2012, before MAY 2014, and after the second docking station had been removed some time during that interim.

Looks like the John Paul Clarke accident checks out alright. Coroner Report confirmed name of victim and location and date of accident.

Paraphrased: Fatal accident happened on morning of 5-MAR-2015. Victim collided with a rigid metal hooped "Keep Left" sign at the western end of the traffic island. The sign at the eastern end had been missing for three years. The external lighting for these signs had probably not been working for three years.

Lone-vehicle accident. This report indicates why the sign – or traffic bollard as I have called it – was damaged and why the others were missing in earlier images of the scene. Also explains the replacement of the rigid two-legged version with the one-legged rebound version.

The accident occurred early March. An Alamy stock photo shows the rigid bollard in the location described in the Coroner's report. It was taken on the 2nd of March, a few days before the fatality.

All of this also explains explain the poor lighting around the traffic islands in Q's pics of the scene.

Upshot: We now have a revised after-date for this series of Q pics of the Embankment area. The pics were not taken after 5-MAR-2015.
