Or maybe, just maybe this will get really ridiculous. Russia closed their border with China pretty early on… so they knew, who else knew. World Health Org was covering up until 2nd of February - then it wasn't possible anymore.

I'm thinking it was a test. They tried to contain it, cover it up and failed. The coverup is what caused the panic once the actual intelligence started coming in and politicians freaked out.
And then there was the drop in oil prices to keep airlines from going out of business. Someone knew.
