Services oil rigs in the gulf, lots of rigs, so lots of offices round the gulf.
Take a shipping conatainer with 20 tonnes coke in it, and take it from Venezuela to an oil rig. Vessel never leaves national waters, so it dosn't go through customs.
Shi[p from US mainland picks container up, and brings it to US mainland, once again, never left it's own jurisdiction, so no customs check.
Plan worked well, till someone put an incendiary in one of the containers.
