When there is a lightning strike somewhere the whole world rings like a bell electromagnetically. The horizontal bands on those graphs show current resonant frequencies of the various layers of the ionosphere. By monitoring the ringing scientists are able to glean info about the space-weather up there. The vertical bands simply show how much lightning is banging on the bell at a given time.

The people who think I means anything more than that generally harbor new-age beliefs about collective global consciousness, or whatever.
