I've studied this my whole life. Would love to contribute to the discussion/study if I don't kill myself first from having to put up with it my entire life.
You've accurately pinpointed one of many reasons, which is the obvious reward these types of people immediately gain out of the equation. Alongside "the law's" complete inability to address these types of crimes because of bureaucracy, which treats general theft of personal possessions as a matter of insurance formality, rather than a "persuadable" offense for law enforcement as well as prosecutors, who'd prefer to milk the easy stats, to reflect false necessity for their respective positions.
Also, should point out that this dives into what we teach children in schools, i.e. "survival of the fittest" mentality, which does not necessarily equate to our "civilized" reality, as well as being a false inpterretation of the observed "natural" order, responsible for all "life" as we know it. Never-the-less, the implications for teaching this when paired with the "necessity" for money, which then translates into our "ability" to "survive" "in the wild", so to say. It's fucked up and needs to be addressed. I am game.
