Summary of how the (UnConstitutional) obamacare was passed:

 

HR 3590 “Obamacare” 2009 of the 111th Congress

 

“Obamacare” with it’s revenue provisions skirted the rules of the Constitution as the original bill introduced in the House but the entire text of the bill was replaced immediately by amendment in the Senate. After the amendments were approved and part of the original House bill, the Senate then amended the bill name.

 

HR 3590 began in the House as “Service Members Home Mortgage Tax Credit Act” and passed 416-0. Sept 17, 2009 (Introduced)

The House finally approved the “Service Members Home Mortgage Tax Credit Act” as the unconstitutional “obamacare.” The bill introduced in the House no longer existed except the bill number. All the revenue provisions were introduced in the Senate. Illegally signed into law the next day. Treasonous Roberts considered that “constitutional.”

The practice of taking a bill and replacing the complete text by amendment seems to be a common scam by Congress. In digging H&HS/CDC appropriations, discovered it again.

Part of the problem is state health departments and hospitals failed to order medical ventiltaors and protective gear when threat of an epidemic became apparent. GE Healthcare CEO stated they did not recieve orders so they did not increase production sooner.

Also, states failed in December thru February to review their epidemic emergency plans, inventory medical supplies and order additionsl supplies. At the same time the influenza season was showing 10k-21k new cases per week and the state DOH's failed to plan for the Wuhan Flu.
