It would be a good way to induce panic because it's something everyone in America uses
As a former grocery stock manager, it genuinely doesn't surprise me that TP would be one of the first "essentials" to be "sold out" amidst sudden panic to stock up on necessary goods.
We don't really get outrageous price deals on most paper products. Also, that shit takes up a lot of space in our limited back stock bays which are used for general storage, but also get worked around for a variety of seasonal things, along side order extra of certain items while on good price breaks that are guaranteed to sell based on regular demand. TP is something grocery stores carry for convenience, and never really linked to any particular buying trends that would expect one to stock up extra in their limited back stock. So, this would be a genuine shocker for 99% of just about all grocery managers.
Could see something more sinister, just because that's what they do, and it is something that easy to do, just to make this feel that much more apocalyptic to the general public amidst the manufactured hysteria. But I assure you people over-react plenty on their own, and the manner in which we've taught (brainwashed/indoctrinated) people is self-preservation at all costs. Zombie movies were part of the same agenda that wanted people to react in that "primal" fashion, the moment shit began to hit the fan. The wanted people to pack up and start killing each other for our own "survival" in stereotypical "Hunger Games" scenario.
