Not many people are on the streets to get citations, so there's a revenue source that's going to be depleted.

 

Those courts that gain millions a month in 'failure to appear' fines are also finding themselves gasping as well.

 

Money for inmates is a wild accusation, usually met with the canned response of 'it costs the city/county $____ each day to house each inmate"

 

Most plea deals I've seen involve a series of businesses that use the prisoner labor as a means for them to 'work' off their sentences. Sick, cruel, and unusual.
