Governor Cuomo just said that the cost of ventilators has gone from, I think he said $25,000 to $45,000. But wouldn't that violate laws that prohibit price gouging during an emergency?

If the cost of ventilators has gone up $15,000 each, that is $15,000,000 more for every 1000 units. Governor Cuomo says the cost is going up due to bidding wars, but that sure represents an enormous profit increase. Seems a bit suspicious.

Did Governor Cuomo just say that he can't take coronavirus money for the state budget because of the way the bill is written?
