We would randomly buy products and use things like GCMS (Gas chromatography–mass spectrometry) to find out what is actually in it.
One way the police use GCMS is to identify the ingredients of pills sold as E or whatever. By looking at contaminants they can identify the process used in manufacturing the drug. That links superficially different pills to the same factory and knowing the process tells police what to look for, for instance if there are markers of the cold process, then they would have freezers/fridges in their factory.
The police will be in an electric repair company van accompanied by an ambulance. No police vehicles will be used for arrests.
The nosy neighbors will see sick people wheeled out on stretchers with oxygen masks on.
