The deep state knew from the beginning to target the financial system. It doesn't matter who you elect as President or who makes the laws. True control over the people comes from controlling the means in which they acquire food, shelter, transportation, etc. As just about every decision we make revolves around money, we live our entire lives enslaved by it.
