You're right.

Somebody must either have entered 0,0 for the lat/long when location was unknown, or left that field blank and the application inferred 0,0 for a blank entry.

 

Data entry error or programmer error or by design since they cannot map the location if they don't know the location.

 

Yeah, somebody tried to larp us a few times with lat/long {0,0} and anons wised up, kek.

Sure. If you're the programmer, do you even know if reading a blank database value returns zero or (no data)? Your job is to map COVID incidents but if there's no location, you have to make a choice: (1) omit it or (2) display it at 0,0 or (3) put it all into a bucket and make up an imaginary place on the map and put it there with a note to the viewer. They chose to do #2. I probably would have too.
