Going by last night's posts..

Because the Fed cannot disperse the monies Congress just passed for CV package, POTUS basically partnered the Fed and Treasury for that package. In so doing he is now the head of the Fed too. The Feds will now disperse the funds from the Treasury, but they have limitations. Basically just manage it like an office.
