Sadly, I believe that comment by the "aid" is a way of letting us know, that Cuomo will be the Democrat nominee, as Biden will have no choice and won't be able to continue, this could also be another reason to hold the NY primary at a later date his name will be on the ballot maybe, or it gives him time to soften his image to the rest of the country as he is now front and center on the public stage.
