But The Public Is Being Encouraged To Donate Their Own Personal Gear, Why?

The California Health Union found 39 MILLION N95 masks from ONE supplier. (There are 40 million Californians.) BUT there are daily appeals on the local news media for the public to turn in their Personal Protective Equipment (PPE) in a demonstration of civic-mindedness. Why? 39 million masks, 40 million people. The problem is solved. But hospitals are running collection campaigns due to 'a shortage'. Civic-minded persons should do their part to stop this scourge, by donating to the hospital. . Why ask the public to surrender their PPE when the problem is solved? Odd.
