If Madurai and Venezuela are now so critical to the plan in hindsight, does this explain POTUS reason for installing Rex Tillerson at State in the beginning of term?

Did he put an Oil guy in State to root out Maduro / Cabal in Venezuela and then move to Pompeii once Tillerson’s role was done?
