Don't forget, Trump has contacted all the manufacturers of this stuff. If he asked for all their sales data for the past 10 years, they would give it to him. Now his big data experts, the ones who won the last election, can tell him who is buying unusual quantities of masks and stuff. He can see who has been hoarding, even if they did it in small amounts monthly over years.
He can also see how much more stuff was bought during previous epidemics. So the 300,000 masks is not a mystery. He already knows what is wrong with that number and what it should be.
If any of the Unions have been hoarding these supplies, in order to get their member all worked up and angry, Trump knows that too. He knows which addresses these extra supplies were shipped to.
All because he is willing to reach out to the manufacturers and ask for their support.
There are a lot of people who are withdrawing from drugs like fentanyl that they never even knew they were addicted to. A big risk during detox is respiratory failure so you need ventilators and nurses to look after these patients. Also you need to give them medications against viral and bacterial respiratory infections because in their weakened condition, a minor cold or flue or strep throat will kill them.
When you completely shut down the illegal drug business, you also need to detox all the addicts.
