It's called ptosis, (droopy eyelid). It is congenital, people are born with it. The muscle in one of the eyelids is weaker than the muscle in the other eyelid. I have it. I had surgery for it when I was 5 yrs. old. The surgery helps but doesn't completely correct it. And no, I am not MK Ultra.
