The article is based on a set of essays written by Acedemic Director of Law & Policy at Brown University - Timothy Edgard
The article quotes Edgar as saying

AT&T is a wireline service.
A descendant of Ma Bell
Verizon is a wireline company
Also a descendant of Ma Bell
Comcast is a Broadcast & Cable Television Conglomerate
The main difference between these two companies is the method by which the services provided are delivered.
Before the days of the interwebs and cell phones, people used what is called a LandLine Telephone.
These lines were strung up all across America by a company called MaBell until its break up.
In 1913 the Feds sued Ma Bell for being a monopoly which resulted in Ma Bell allowing its competitors to use the existing utility poles Ma Bell installed to spur competition.
Again, it is been a while but I believe this some how, essentially, nationalized the communications infrastructure.
My guess is there is some sort of National Security issue involved (like the one we are in)
Anywho, Comcast's delivery method bypassed the existing structure allowing them to be exempt from many of the rules and regulations imposed by the Feds when the broke up Ma Bell in the 80's.
How does any of this have to do with the article?
Section 606 creates a clear pathway to effectively assume control, legally, of all the landline companies - those descended from Ma Bell

If it were me, I would take advantage of an obscure law that would allow me to assume control of all the pieces of an even greater empire, Ma Bell.
