This is a psyop. It is a SHOW OF STRENGTH. POTUS/US MIL are saying to this 'invisible scourge' - Come and Take It. Coincidence that they are telling US to stay inside?
Mil will be active. Where will they sleep? Does every city have a Mil base? No. How do you set up temp bases without freaking everyone out? Maybe field hospitals? Where do you treat wounded, if needed? Ships, out of harm's way?
