This is the way my mind works. Pieces add up. Sea To Shining Sea is clearly a reference to the Atlantic and Pacific Oceans. As has been suggested, these two lines suggest dock (berth) locations:
DIRECT: CODE 234 SEC: B1-3
DIRECT: CODE 299 SEC: F19-A
B1-3 strongly suggest the World Cruise Terminal in Los Angeles where the USNS mercy is docked. The 3 main berths are 91, 92 and 93. 91 is the current home of the U.S.S. Iowa, the WWII battleship on which the Japanese signed their surrender.
Does the second line add up to anything relative to the New York dock location?

And, the USNS Mercy is being protected by the Marines.
