Looks like starting in 2004, there was a ~$20 Million dollar construction at Mount Weather. And Per the cap attached, it looks like Olney, Maryland is possibly the 'other' facility. Sidebar questions - Why and HOW do you give a $99 Million dollars worth of contracts to a company that is an SBA 8a program participant; a program meant to help disadvantaged business owners? Wouldn't you want a more 'seasoned' contractor to deal with what must be incredible security issues in a FEMA facility?
