Also for last bread anon (sorry no linky) USN regs do not permit dumping in port. Rules are:

  1. Cannot dump gray water (wash water not containing sewage) until 1nm from land.*

  2. Cannot dump sewage (called CHT for "Collection Holding & Transfer) until 3nm from land.

  3. Cannot dump oily waste until 50nm from land.**

 

  • Waived if an emergency sitn such as flooding requires.

** Preferred that ships hold all OW until able to discharge to collecting ship or disposal unit.

 

These are from memory and dated regs, prolly even moar restrictive now.

Also, almost all docks have pier connections for fresh water, electrical, CHT and gray water. OW is usually offloaded to an empty tanker truck and taken to disposal location.

 

Don't forget to sign up for the war at your local recruiters center. It's usually in and old strip mall down by the Goodwill store.

So, nu? UCMJ applies to every single person who's onboard, not just the Mil and civilian merchant mariners who run it. Fact that it's tied to the State of NY does not matter one whit. Neither does civilian "patient" status.

Totally concur, it's not set up to be a confinement center. OTOH, though, it would be an easy transfer to other ships (or prison barges) NESTED or nearby that CAN be used as confinement centers.

 

Watch the water indeed. Especially the ships & barges.
