I think we have to be careful with this, because there may be a situation where they want to prevent MD's prescribing CQ to family and friends or patients for prevention purposes when there may not be enough available yet for critical cases.
If the State's wording says prohibited for use not authorized by the FDA, that may be the intent of the bills. The FDA has approved CQ off label, but I don't know if they were specific enough, that is, only the virus.

Intent may be to stop prescribing for prophylatic reasons in order to save medicine for those in dire need. IOW, insure that medicine available for right-to-try eligible patients.
