You realize that if they're not being forthcoming about it now, they won't be forthcoming about it later. They can't use this virus as cover but then admit to it later. So, if they are going to be rescuing lots of people, we won't know about it other than some post by Q. That's it. So, if that's the case then we all might as well put together a massive wish list and imagine that as happening, because we won't know any different.
Apparently (with how it's currently unfolding), the 40% we were promised was what we already got. The 60% must be the arrests and disclosures themselves that happen during the storm. I hope I'm wrong.
