I read this as why POTUS assigned USACE's down there to build the wall. He saw this coming (again). Sure it gets the wall built and foils the dem's omnibus play, but it also does one important thing to the border problem: It makes it a military endeavor. The illegals are not attacking an open border with cilivian guards anymore, they are directly attacking a military project now.
